Gallo was born in Santander on February 1, 1905, and was educated in Bilbao and London. He was sent to Peru in 1923 to liquidate a family company and return home, but instead saw business opportunity and successfully sold the company to buy land in Cerro de Pasco.

The company was established on February 6, 1936, in Lima, and its original logo included a rooster, a direct reference to the founder's family name and coat of arms. Gallo's family had a long history of prominence in Spain, with relatives holding prominent religious and colonial posts.

Luis Gallo, a distant cousin of Paco, was a board member at Atacocha and also served as the Prime Minister of Peru. The first Session of the Ordinary General Shareholders' Meeting was held on March 20, 1936, and appointed a Board of Directors that would be presided over by Mr. Gino Bianchini.

Edgardo Portaro Mazzetti, an Italian engineer, was appointed Manager of the company on April 20, 1936. Gallo occupied the chairmanship of the company until 1973, when he renounced and moved to Madrid following the radical reforms of the military government of Juan Velasco Alvarado.

The company's early years were marked by significant leadership changes, with Oscar Díaz Dulanto serving as the interim Management and later as a member of the Board of Directors.
