The locomotive, built in 1982, has been repowered with a new Cummins QST30 engine that meets the U.S. Environmental Protection Agency's strict Tier IV emissions standards.

This upgrade was made possible in part by a $670,000 grant from the Bay Area Air Quality Management District's Carl Moyer Memorial Program.
The total cost of the project was $2,683,820, with the railroad picking up the remaining $2,013,820.

The MP15CC is a type of locomotive that's been pressed into service on the Richmond Pacific Railroad. It was repowered by Western Rail, Inc. to meet Tier IV emissions standards.
This locomotive was originally built by EMD in January 1982 as MP15DC No. 1370 for the Missouri Pacific Railroad, later Union Pacific.
The MP15CC No. 25 was refurbished rather than replaced, a cost-effective approach that allowed the Richmond Pacific to adopt a Cummins QST30 engine, supported by a Kato alternator and custom electrical system designed by TMV Control Systems.
