The construction of Dobrotvirska TES began in 1951 and continued until 1959, with the installation of power units with capacities of 25 MW, 50 MW, 100 MW, and two 150 MW units. This marked the beginning of large-scale development of electric power in Western Ukraine.

The main direction of development for Zakhidenergo was to increase the unit capacity and improve the efficiency of equipment. To achieve this, the company focused on modernizing its power plants.

In 1962-1969, Burshtyn TES was put into operation, with 200 MW power units. This was followed by the construction of the Rivne NPP, the first nuclear power plant in the former USSR, which was introduced in December 1979.

The war in Ukraine has taken a significant toll on the country's infrastructure, including the power plants managed by Zakhidenergo. In February 2023, the residents of Dobrotvir were left without electricity and heat due to damage to a critical infrastructure object.

Damage to the 150MW unit at the plant, known as Unit 7, was reported as of November 2023, with critical damage sustained. The plant was under attack by Russian missiles in May 2024, but it appeared to be operating in some capacity by June 2024.

However, another source from August 2024 suggested that the plant would no longer be able to generate electricity. It's unclear which specific plants have been restored and to what extent, especially with ongoing attacks.
