Teras Teknologi has a complex history, with its SmartTAG system being developed in 1998 in collaboration with EFKON, a single sourced party. The SmartTAG on board unit was priced at RM100 per unit, with a compulsory purchase of Touch 'n Go reload amount of RM100.

This heavy subsidization by highway concessions to pay royalty to EFKON for each SmartTAG assembled by IRAT was a notable aspect of the system's development. The system's infra-red technology was also questioned for its ability to handle the requirement for Multi Lane Free Flow (MLFF).
