Who is Involved?
To be eligible for the CNAREFE Carte Vitale, you must reside outside of the EU/EEE/Suisse/Royaume Uni/Monaco.
You'll also need to have contributed to the French Social Security system for at least 15 years, which is equivalent to 60 quarters of contributions.
Additionally, you must not already be a member of the CFE (Caisse des Français de l’Etranger).
There are some exceptions to the 15-year contribution rule, however. If you live in a country with which France has a bilateral agreement, you may be exempt. This includes countries such as Andorre, the Nouvelle Calédonie, and the Maroc.
Government Agencies

Government agencies play a crucial role in addressing the issue of homelessness. The Department of Housing and Urban Development (HUD) is one of the key agencies involved, providing funding and resources to support affordable housing initiatives.
HUD's Continuum of Care program, for example, helps to coordinate homeless services and housing programs at the local level. The Department of Veterans Affairs (VA) also plays a significant role, offering specialized services and support to homeless veterans.
The VA's Homeless Providers Grant and Per Diem Program provides funding to organizations that offer emergency shelters and other services to homeless veterans. The Department of Health and Human Services (HHS) is another agency involved, working to address the health and mental health needs of people experiencing homelessness.
HHS's Substance Abuse and Mental Health Services Administration (SAMHSA) provides funding and resources to support substance abuse treatment and mental health services for people in need.

Healthcare Providers
Healthcare Providers play a vital role in the healthcare system. They are the ones who deliver medical care to patients.
Primary Care Physicians are the first point of contact for most patients, providing routine check-ups and preventative care. They often serve as the patient's main healthcare provider.
Nurses are essential members of the healthcare team, providing hands-on care to patients and helping with medical procedures. They are often the ones who administer medications and monitor patients' conditions.
Physician Assistants work under the supervision of a doctor, providing medical care to patients and performing tasks such as taking medical histories and conducting physical exams.
