General Rules, All
Sports
Revised January 10, 2002
1. All players on teams
comprising the in-house leagues
must play a minimum amount of
time during each event. Minimum
playing times and team sizes
shall be determined within each
Division.
Baseball 3 innings on
defense and once at bat
Basketball The equivalent of

2. The officials shall
completely rule over the games,
including participant conduct
and misuse of CGAA,
Inc. equipment. Each
Division will set penalties.
3. All players should be
encouraged to wear CGAA, Inc.
issued equipment at all games.
No players
shall be allowed to wear
other team member’s issued
uniforms unless first cleared by
officials and
opposing coach.
4. All players may use
his/her own equipment, as long
as it is essentially the same as
that issued
by the CGAA for such
league.
5. Rule Deleted.
6. The commissioner of each
league for each sport will rule
on all protests with that league
and
his/her decision is final.
However, if he/she wishes,
he/she may refer the protest to
a Protest
Board whose decision is
final. If it is felt by parties
involved that the commissioner
had a
conflict of interest,
directly or indirectly, they may
appeal his decision to the
Protest Board in
that sport. Each sport
will set up a Protest Board.
None of the regular or alternate
members of
the Protest Board can be
coaches in the league for which
they serve on the Protest Board.
7. Forfeit time for any game
is 15 minutes after the
designated starting time for all
sports, unless
both coaches make an
agreement ahead of time.
8. Each coach must keep
and maintain his/her own records
of all games and shall submit
these records
to the Commissioner upon
request.
9. Coaches, assistant coaches
and commissioners should not
officiate games in their
respective
leagues unless absolutely
necessary.
10. Notice must be given to
the Commissioner 24 hours before
a scheduled game for a
postponement. Reason for
the postponement is to be judged
legitimate at the Commissioner’s
discretion.
11. In the event any league
has team(s) from an area outside
of Cottage Grove, these team(s)
must
abide by these general
rules and select their team(s)
in a manner similar to that used
by CGAA.
12. All sports must allow
anyone moving into the Cottage
Grove area after any sport
registration cutoff, to register
and play. Exception: All
Divisions do not have to allow
new move-in to play
on specialty teams after
teams have been formed. If
in-house teams are filled to
maximum, all sports
do not have to register
and let the new move-in play.
13. Participation in two CGAA
sports at the same time is
strongly discouraged.
14. No CGAA team will play
games or practice against any
other team out of its age and
weight
class in any sport.
15. Any participant in
post-season tournament or
regular season play must be a
registered
member of the CGAA, Inc.
16. The CGAA, Inc. must
approve all head coaches for any
select team before they will be
given a
team to coach. It is
expected all players will
participate on select teams.
17. Total time for
practices and games during the
school year will not exceed 8
hours per calendar week for CGAA
In-House teams.
18. Any player who is ejected
from a CGAA sponsored game by
the officials for misconduct,
fighting or misuse of
equipment will automatically be
suspended for the next league or
post-season
game.
19. There will be no trading
of players without the consent
of the Board of Directors of
that sport.
20. The cutoff date for
determining ages of boys and
girls registering for Baseball
is August 1, In-house
Softball is September 1,
Traveling Softball is December
31, Football is September 1 ,
Hockey is August 1, and
Traveling Soccer is July 31.
Basketball and Rec. Soccer are
determined by grade level.
21. If a player is picked for
a CGAA sanctioned all star or
tournament team, he/she cannot
play on
another team
participating in a conflicting
tournament.
22. This priority of rules
interpretation will prevail for
in-house leagues in the event of
a conflict:
a. The individual CGAA
Divisional Rules,
b. The CGAA, Inc. General Rules,
All Sports,
c. The league rule book being
referred to.
23. So select teams may be
competitive outside our area,
this priority of rules
interpretation will
prevail in the event of
conflict:
a. The individual CGAA
Divisional Rules,
b. The CGAA, Inc. General Rules,
All Sports,
24. Smoking and/or use of
alcoholic beverages by players
or coaches during any CGAA
sporting event is strictly
forbidden. Any violation of
this rule will mean immediate
removal for the game and also
the next game.
25. For all outdoor events,
if game officials or both
coaches (2) see a flash of
lightning in the sky,
the game will be over.
If any official fails to see the
lightning and it is seen by a
coach, the
game will be halted
immediately and watched for a
reoccurrence, and action taken
accordingly. Failure to comply,
will result in forfeiture of
game by both teams. If a game
is complete, it counts: if not ,
the game will be rescheduled
26. CGAA Inc. shall make
reasonable accommodations for
known disabilities of
participants or
qualified applicants of
its programs in compliance with
the Minnesota Human Rights Act
and
other applicable laws.
CGAA Inc. will consult with the
child’s parent(s) or guardian(s)
and/or
appropriate professionals
(e.g., the child’s doctor or
teacher) to decide what action
will be needed
to provide reasonable
accommodation for the child’s
individual needs. This will
become an expense
of the division of which
the child is participating.

27. Penalties for violations
of CGAA, Inc. Antidiscrimination
policy. (2001)
Upon receipt of a complaint
alleging a violation of the
Antidiscrimination policy, the
executive board shall determine
whether it constitutes a serious
or non-serious violation of the
policy. A serious violation is
any violation which has been
determined to cause lasting or
permanent harm and/or is an
intentional violation of the
policy. A serious violation of
the policy
is grounds for automatic
dismissal from the CGAA, Inc.
for a time period determined by
the
executive board.
A first time non-serious
violation of the
Antidiscrimination policy shall
require the member
to receive written notice of the
violation and shall require the
member to review the
Antidiscrimination
policy and provide a written
statement describing the manner
in which they violated the
policy.
A second non-serious violation
shall result in dismissal from
the CGAA, Inc. for a time period
determined by the executive
board.
28. It is the policy of the
Cottage Grove Athletic
Association Inc. to require any
person holding a position
as coach, assistant coach,
manager, officer, board or
committee member to undergo a
child protection
background check. Every
applicant for these positions
shall complete a release
authorizing the performance
of a background check. This
release shall be submitted to
the association before the
performance of any
duties for the association.
Failure to complete and submit a
release for a child protection
background check
shall disqualify the applicant
from holding a position with the
association.(2001)
29. At no time will the CGAA
allow or authorize the payment
to a coach for services rendered
as a coach. The CGAA will
authorize payment to a trainer
or clinician if his/her services
are made available to all
players within a division.
