Greetings,
Thank you for your interest in youth football and the Cottage Grove
Athletic Association (CGAA). My name is Brent Cuttell and I am the
Director of the Pee Wee football program for CGAA. Football is an
exciting, rewarding and challenging sport and I encourage and thank
you for your support.
The Pee Wee program is a full contact tackle program designed for 5th
and 6th grade participants. The goal of the program is
to teach the fundamentals of football in a setting that allows for
each player to improve his/her skills, gain confidence in his/her
ability, participate as part of a team and enhance physical
strength, agility and endurance. Last, but surely not least…….the
most important goal of the program is to have FUN!
Throughout our website you will find useful information regarding
our registrations, rules of play, board member contact information
etc. We also have a CGAA hotline number you can call to leave a
message for the board. I also encourage anyone to call me directly
with any questions regarding youth football. I would be more than
happy to discuss any issue, question or concern.
I
would like to remind you of some very important dates with regards
to CGAA football. Registrations will be held on consecutive
Saturdays 12 and 19 April 2008 from 9am-1pm at the Armory along with
an evening registration at CGAA Bingo Hall from 6-8pm on Wednesday
16 April 2008. We also have on-line registration available thru our
website.
I
look forward to seeing each of you on the field this season. Thank
you again for your support of the game of football and the CGAA
football program. Please contact me with any questions regarding

Parents Code of Conduct
- No
harassment of officials, coaches, players or other spectators
will be tolerated.
- Bring
your concerns about a particular coach, official or situation to
the attention of the Coach or Board of Directors. It is
not appropriate to confront a coach or official in front of the
players and other spectators.
- No
profane or vulgar language.
- Parents
will watch the game from the opposite side of the
player’s side.
- Your
advice or corrective criticism is appreciated, when offered at
the right time and place.
- An
individual will receive only one warning, regarding
conduct. After the first warning, authorities may be notified
for possible removal from the premises.
7.
Mistakes
will happen. Those on the field are only human. Give them the
benefit of the doubt and be patient.
8.
Above all,
come out and support your child and the program. Enjoy yourselves
and allow others the same opportunity.

Tackle Football Rules
Minnesota State High School League rules apply with the following
exceptions from the East Metro Suburban Athletic Association:
1. Each game consists of 4 quarters, 16 plays per quarter. Kickoffs and
extra points after touchdowns (worth 1 point) are not counted as plays.
2. Maximum weight limit for players in ball handling positions is 115 pounds,
including equipment. This includes Tight Ends, Quarterback, Running Back, End Positions,
and Wide Receiver, but must receive the ball past the line of scrimmage.
An X is required on the helmets of players over 115 pounds.
Weight will be determined at equipment handout.
3. Anyone, may advance an intercepted pass
(excluding a player over 115 pounds.)
4. The 5 deep players on the kick receiving team must be
115 pounds or less to be eligible to carry the football.
5. One player may not carry the ball over 75% of the
teams’ offensive plays in a game.
6. Any Junior sized footballs can be used (rubber, leather, or composite).
7. A coach may be on the field for the first play of an offensive or
defensive series to make sure there are 11 players on the field.
For the first 2 games they may be on the field at anytime.
8. The first Monday in August is the earliest start for team practice.
9. Punters must kick the ball at least 5 yards behind the line of scrimmage.
Defensive and offensive players may not move until the ball has been kicked.
Offensive team must declare on 4th down if they are going to punt or not.
A minimum of 6 defensive players must be on the line of scrimmage for the punt.
Remaining players fielding the punt must be 115 pounds or less.
10. An extra point can be kicked after a touchdown if the field being
played on has goal posts. If the team chooses to go for the kick, t
here will be no rush or fakes. If there is a bad snap that gets by the holder,
the play is dead and the team does not get another chance. I
f the kick is made, it is worth 1 point.
11. Linebackers must be a minimum of 3 yards off the line of
scrimmage and in a set position (unless the offensive back is in motion).
Linebackers may not be moving forward before the snap of the ball. T
hey may move laterally with the man in motion.
12. Cornerbacks and Safeties must be at least 5 yards off the line
of scrimmage and in a set position (unless the offensive back is in motion).
Cornerbacks and Safeties may not be moving forward before the snap of the ball.
They may move laterally with the man in motion.
13. Defensive Linemen lined up over the center or in the
Center/Guard gaps must be 1 yard off the line of scrimmage.
Must be enforced for the protection of the Center or remove Nose Guard.
14. Minimum of 4 players, maximum of 6 players on the defensive line.
The interior lineman must be in a 3 or 4-point stance except defensive end.
No movement of defensive line after the offensive line is set.
Defensive End can stand in upright position.
15. Defensive teams can not intentionally draw offensive team off sides.
16. Kickoffs are from the 45-yard line.
17. After a safety, the ball is kicked from the 30-yard line.
18. Four time-outs are allowed per game. Two per half.
19. Forty seconds are allowed between each play after the
ball has been set on the ground.
20. A team that is losing by 15 points or more at half-time or
later, has the choice of receiving or kicking the kickoff,
until the point spread is 14 or less.
21. When a Hastings team is playing a Hastings team or a
Cottage Grove team playing a Cottage Grove team and the game
ends in a tie, it will stay tied. No overtime. For all other games:
a) Overtime will follow the State High School Rule Book.
“The basic method used in most states is the 10 yard line procedure described below.”
This procedure requires extension of playing time during which each team is given a
series of 4 downs from its opponent’s 10 yard line with the winner being declared
at the end of any series in which one team is ahead in score. One round each.
b) The 10-yard procedure has exceptions to the regular game rules,
which apply during the overtime period, they are as follows:
(1) The line-to-gain shall always be the goal line.
(2) No try will be made if the winner of the game has been determined.
(3) If Team B scores a safety or touchdown, the game is ended.
(4) If a safety is scored by Team A, the succeeding spot will
be the 10 yard line in possession of Team B,
provided they have not already had their series.
(5) If Team B gains possession, the down and series for Team A ends immediately.
(6) No free kick privileges are available following a fair catch of awarded fair catch.
Prior to the overtime, both teams return to their team box for a 3-minute intermission,
a coin toss is held to determine which team will put the ball into play and
which end of the field will be used for the first extra period.
Each team is permitted one additional time out for each extra period or series.
In addition, they may utilize any unused 2nd half-time outs from the regulation game.
If more than 1 series is required, a 2-minute intermission is
provided between each additional series.
The first choice of options is alternated for each additional period or series required.
The final team scores are the total points scored in the regulation
game plus the overtime points by each team.
22. Home team supplies and wears color contrast jerseys.
23. Before each game, coaches will meet with the other team coaches. Visible handshake and introduction.
Penalties
Holding - 10 yards from the line of scrimmage.
Clipping - 15 yards from the infraction.
Tripping - 10 yards
Spearing - 15 yards from the line of scrimmage or infraction,
whichever is greater.
Defensive Encroachment - 5 yards
Unsportsmanlike Conduct
1st offense - 10 yards
2nd offense for an individual or coach will result in
him/her being ejected from the game. Must be enforced.
No Mouth guard
1st offense - warning
2nd offense and after - 5 yards
Face Masking
Flagrant act - 15 yards from the point of infraction or line of scrimmage.
2nd offense for an individual will result in him/her being ejected from the game.
Must be enforced.
Unintentional - 5 yards from the point of infraction and a first down
Blocking Below the Waist -
15 yards from the infraction (on kickoffs and punts only).
If the above rules do not apply we then refer to the
Minnesota State High School League Rules.
